What separates China from other countries is aid directed at the private sector (in general) but rather how its directed.
US & EU aid (of various sorts) is the mechanism by which damage from globalisation is managed; in China the focus is on its export strategy; sectors getting most support are those that the Chinese state wants to see expand their exporting.
This is likely about democracy (US/EU Govt's responding to voters' pain) while in China that plays little role?
