It appears to be an ongoing trend of the present administration, as in the "US intelligence agency quietly cut about 200 jobs…", "quietly canceling clean energy grants", or "a high rate of quiet turnovers of departure among Senate-confirmed and high-ranking cabinet/agency officials early in the term."
