The Impoundment Control Act is a fifty-one-year-old law that bars presidents from withholding federal dollars approved by Congress.
Following the release of the GAO's verdict, the Senate's top Democratic appropriators, Washington Senator Patty Murray, said that President Trump "may not like the fact that Congress has invested in helping kids learn at their local library-but that does not change the fact that he himself signed these investments into law.”
