Donald Trump is entirely whimsical in how he manages and leads. He'll put a go-fer like Matt Floca or Kash Patel in charge of a large or important agency because they once caught his eye or behaved like an ass.

He's intimidated by competence and hates those with expertise, things he demonstrably lacks. Floca, for example, might be competent at managing a building; he's not competent to lead the organization it houses. That's Trump across the board.
